We are delighted to announce that registration for the long-awaited Cantonese Oral Proficiency Examination (COPE) is now open. Three time slots are available, each exam lasts about 30 minutes, and the exam is held on Zoom only. Your exact exam time will be emailed within the week before the exam. Headcount is limited to 60 people. The fee is HK$1200 — please register on the COPE registration page.

Group registration is also available at HK$800 per candidate. Please email [email protected] to apply; the group rate applies once your application is approved.

HKCALA does not offer any COPE preparation courses, nor does it endorse any COPE preparation courses offered by others.

Test Introduction

The Cantonese Oral Proficiency Examination (COPE) is an assessment initiative modeled on the Common European Framework of Reference for Languages (CEFR). COPE is designed to assess the spoken Cantonese proficiency of learners at the beginner to intermediate levels (corresponding to CEFR levels A1, A2, and B1).

The test does not require prior knowledge of English, Mandarin, or Chinese characters. The examination emphasizes cultural neutrality in its content design and evaluates candidates through one-on-one oral interactions with an examiner, focusing on a variety of task-based activities to assess interactive communication skills. This examination aims to address the sociolinguistic needs of Cantonese learners worldwide and to provide a recognized certification of spoken Cantonese proficiency.

The COPE exam is designed to assess candidates' spontaneous responses in an unrehearsed language environment; therefore, no practice materials are provided. However, a Candidate's Guide is available to help interested applicants familiarize themselves with the test format.

Group application discount process, in six steps: 1. the organization's authorized representative emails COPE to recommend the group and indicate their intention to apply; 2. the representative submits the application with the organization name, contact information, estimated number of applicants and supporting documents; 3. COPE verifies the organization's identity from staff, student or employee cards to confirm all applicants belong to the same organization; 4. COPE reviews the application internally, checking organization identity, submitted documents and discount eligibility; 5. upon approval COPE issues a unique discount code to the representative; 6. applicants enter the discount code during registration to receive the group discount. Important notes: the discount applies only to applicants from the approved organization; the code is non-transferable and cannot be combined with other discounts; COPE reserves the final right of approval.

How does COPE assess your Cantonese speaking ability?

The process involves three key stages.

First, we establish a baseline. Through initial speaking tasks and everyday conversation, the examiner identifies the candidate’s basic Cantonese speaking ability.

Next comes probing. Based on the candidate’s performance, the examiner gradually adjusts the difficulty of the tasks, exploring how far the candidate can communicate successfully in Cantonese.

Finally, we identify the ability ceiling—the highest level at which the candidate can consistently demonstrate their speaking ability.

Together, these stages allow COPE to provide an adaptive assessment of Cantonese oral proficiency, aligned with CEFR levels A1 to B1.

The four factors work together and are aligned with CEFR A1–B1.COPE Cantonese oral proficiency level descriptors table, listing tasks and functions, context and content, text type and accuracy for each level: Level 3 (upper intermediate), Level 2 (pre-intermediate), Level 1 (beginner) and Pre-1 (below beginner).COPE rating and review mechanism flowchart: the first examiner conducts the test and completes an initial rating; the second examiner reviews the audio/video recording and rates independently, unaffected by the first examiner. If the two ratings are consistent, that result is the final rating; if not, a third examiner review is triggered and the third examiner’s decision serves as the final rating.

Important Instructions for Candidates

Candidates should carefully read the following instructions before registration and before taking the examination. By submitting an application for COPE, candidates confirm that they have read, understood, and agreed to comply with the relevant examination rules and arrangements.

1. Candidate Eligibility

  1. Candidates must be 18 years of age or above on the examination date.
  2. Applicants are responsible for ensuring that they meet all eligibility requirements before registration.
  3. If a candidate is subsequently found to be ineligible, HKCALA reserves the right to cancel the examination, and the examination fee will not be refunded.

2. Registration and Confirmation

  1. Upon submission of the online application form, applicants will receive an automatic acknowledgement email confirming receipt of their application.
  2. HKCALA will issue an official confirmation of entry and relevant candidate information at least 7 working days before the examination date.
  3. If the official confirmation is not received within the specified period, candidates should first check their spam/junk folder and then contact HKCALA immediately at [email protected].

3. Examination Date and Slot Allocation

  1. Examination slots are allocated on a first-come, first-served basis and may close once all available places have been filled.
  2. Once an examination slot has been confirmed, candidates cannot change their assigned slot.
  3. Details of the examination date, time, and relevant examination arrangements will be sent by email at least 7 working days before the examination.
  4. If the examination notification is not received within the specified period, candidates must contact HKCALA before the examination date.

4. Changes to Personal Information

  1. Candidates are responsible for ensuring that all personal information provided during registration is complete and accurate.
  2. An administrative fee of HK$500 will apply to any changes to personal information requested after confirmation.
  3. The name provided during registration must exactly match the name shown on the identification document presented on the examination date.
  4. If the names do not match, the candidate may be required to reschedule the examination and pay an additional administrative fee.

5. Equipment Required on the Examination Date

Candidates must prepare:

  • A functioning camera
  • Headphones
  • A device suitable for taking the online examination
  • A stable internet connection

Before the examination, candidates must check that all equipment is functioning properly. In particular, the camera must provide a clear view of the candidate’s face.

If the examiner is unable to verify the candidate’s identity clearly through the camera, the examination cannot proceed.

6. Identity Verification

  1. On the examination date, candidates must present a physical identification document bearing their name and photograph to the examiner for identity verification.
  2. The name shown on the identification document must exactly match the name provided during registration.
  3. Candidates must ensure that their face is clearly visible on camera so that the examiner can complete the identity verification process.
  4. If the examiner is unable to verify the candidate’s identity, the examination cannot proceed.

7. Camera and Examination Environment Check

  1. Candidates must keep their camera switched on throughout the entire examination and remain clearly visible.
  2. To ensure examination integrity and verify that the testing environment meets the required conditions, the examiner will ask candidates to use their camera to show their surroundings.
  3. Candidates must follow the examiner’s instructions when moving the camera so that the examiner can verify that there are no notes, prompts, or other materials that could assist the candidate in answering.
  4. Candidates should take the examination in a suitable environment and minimize interruptions from other people or external distractions.

8. Notes and Supporting Materials

  1. Candidates do not need to prepare any notes or scripts for the examination.
  2. During the examination, candidates must not use:
    • Notes
    • Scripts
    • Prompts
    • Pre-prepared answers
    • Any other materials that may assist them in responding
  3. Candidates are required to complete the oral tasks spontaneously and in accordance with the examiner’s instructions.

9. Video and Audio Recording

  1. Video and audio recordings will be made throughout the entire COPE examination.
  2. These recordings will be used solely for:
    • Quality assurance
    • Examiner training
    • Academic research conducted under the supervision of HKCALA
  3. All recordings and related materials will be securely stored and accessible only to authorized personnel. They will not be released, sold, or made public.
  4. All relevant data will be retained for up to five years.
  5. Registration for and participation in COPE constitute consent to the above recording arrangements and the stated uses of the data.

10. Candidate Recording and Examination Confidentiality

  1. Candidates must not make their own:
    • Video recordings
    • Audio recordings
    • Screenshots
    • Copies
    • Live streams
    • Other forms of recording of the examination
  2. Candidates must keep all COPE examination content confidential and must not disclose, reproduce, publish, or share any examination content with others in any form.
  3. Candidates must not upload examination questions, materials, or other examination content to social media, websites, or other online platforms.
  4. A breach of examination confidentiality may result in disqualification, and HKCALA reserves the right to take legal action where appropriate.

11. Refunds, Deferrals, and Transfers

  1. COPE examination fees are non-refundable, non-deferrable, and non-transferable.
  2. This policy applies under normal circumstances, including:
    • Withdrawal by the candidate
    • Absence from the examination
    • Failure to attend at the assigned examination time
  3. Candidates who are unable to attend and wish to take COPE at a later date must normally submit a new application and pay the applicable examination fee.

12. Absence Due to Illness

  1. If illness prevents a candidate from attending the examination, the candidate must notify HKCALA by email and submit a valid medical certificate within 30 days of the scheduled examination date.
  2. All such applications are subject to approval by HKCALA.
  3. Upon approval, the candidate may re-enter the examination within a maximum of 12 months from the original examination date.
  4. Re-entry is subject to payment of 50% of the examination fee applicable at the time of re-entry.

13. Examination Cancellation or Postponement by HKCALA

  1. In the event that HKCALA has to cancel or postpone an examination due to technical failure, examiner illness, or other unforeseen circumstances, reasonable efforts will be made to reschedule the examination for affected candidates.
  2. HKCALA will not be liable for any additional costs incurred by candidates as a result of cancellation, postponement, or rescheduling, including travel, accommodation, or other related expenses.

14. Adverse Weather Arrangements

COPE will be held as scheduled under adverse weather conditions.

Candidates should attend the examination according to the examination notification and arrangements issued by HKCALA.

15. Results Notification

  1. COPE examination results will be delivered by email within 2–4 weeks after the examination.
  2. Results will be sent to the email address provided by the candidate during registration.
  3. If a candidate has not received their result more than 4 weeks after the examination, they should first check their spam/junk folder and then contact HKCALA.

16. Certificates and Delivery

  1. Candidates will receive a COPE certificate indicating their assessed Cantonese oral proficiency level.
  2. Certificates are normally dispatched within 8 weeks after the results are released.
  3. Certificates are normally delivered by registered mail or SF Express.
  4. Candidates will be notified by email once their certificate has been dispatched.

17. COPE-related Courses

Candidates are not permitted to independently organize or deliver any COPE-related courses.

18. Candidate Declaration and Consent

By submitting an application for COPE, the candidate declares and confirms that:

  1. I have read, understood, and accepted all COPE examination terms and conditions and the Important Instructions for Candidates;
  2. I confirm that the personal information I have provided is accurate and that I meet the eligibility requirements for COPE;
  3. I agree to comply with all COPE examination rules and reasonable instructions given by the examiner during the examination;
  4. I undertake not to record, reproduce, disclose, publish, or share any COPE examination content in any form;
  5. I understand that a breach of examination confidentiality may result in disqualification and that HKCALA reserves the right to take legal action;
  6. I understand that I am not permitted to independently organize or deliver any COPE-related courses;
  7. I consent to the video and audio recording of my entire examination and to the use of the recordings for quality assurance, examiner training, and academic research conducted under the supervision of HKCALA.

Q26　Are the four assessment factors evaluated separately?

The assessment factors are not evaluated in isolation.

COPE assesses candidates holistically based on their overall performance across the assessment tasks. The final proficiency level reflects how text types, fluency, accuracy, and vocabulary work together to demonstrate the candidate’s overall communicative ability in Cantonese.

Q27　How does the COPE assessment process work?

The assessment involves three main stages:

Q29　What does “probing” mean?

“Probing” refers to the gradual introduction of more challenging questions or tasks based on the candidate’s performance in order to explore the upper range of their Cantonese oral proficiency.

Q30　What is the “ability ceiling”?

The “ability ceiling” refers to the highest level at which a candidate can consistently demonstrate their Cantonese oral proficiency during the assessment.

Q31　Do I need to speak Cantonese without making any mistakes to achieve a higher level?

No. COPE assesses overall oral communicative ability.

Candidates may make some grammatical, lexical, or pronunciation errors and still demonstrate the required level, provided that they are able to communicate effectively and complete the relevant communicative tasks.

Rating and Review

Q32　How is my final proficiency level determined?

COPE assesses the candidate’s performance holistically, taking into account text types, fluency, accuracy, and vocabulary to determine their overall Cantonese oral proficiency.

Q33　How does COPE ensure fairness in rating?

COPE uses a rating and review mechanism.

After the first examiner conducts the examination and provides an initial rating, a second examiner reviews the examination recording and provides an independent rating without reference to the first examiner’s rating.

Q34　What happens if the first and second examiners give the same rating?

If the two ratings are consistent, the rating will be confirmed as the candidate’s final rating.

Q35　What happens if the first and second examiners give different ratings?

If the two ratings are inconsistent, a third-examiner review will be initiated.

The third examiner will review the candidate’s performance and relevant rating information to determine the final rating.

Results and Certificates

Q36　When will I receive my COPE result?

No. All COPE examination content must be kept confidential.

COPE Examiner Training Workshop

The examiner training workshop was held on Saturdays over Zoom from September to December 2025. The 30-hour programme was led by Raymond Pai (The University of British Columbia) and Fiona Hui (New York University), and covered online training, rating and mock examinations, leading to COPE examiner certification.
